Abstract
This paper measures how rising security risk at maritime chokepoints affects marine insurance premiums and the landed cost of goods in regional markets. Using a model built on eight years of monthly data, it separates the effect of perceived risk from that of actual incidents. It concludes that perception moves premiums weeks ahead of incidents, that importing markets rather than carriers bear the cost of that gap, and proposes two instruments to mitigate it.
