Critical Infrastructure Resilience Against Cyber Threat
Abstract
This paper assesses readiness in three critical sectors against disruption attacks and measures actual recovery time against declared figures. It concludes that investment favoured detection over recovery, and proposes readiness indicators measured by exercise rather than by document.
