Digital Governance and Public-Sector Transformation: A Comparative Study
Abstract
This study compares public-sector digital transformation across six cases and separates the digitisation of procedures from the redesign of the service itself. It shows that durable gains were tied to reforming governance and data before procuring platforms, and that failures recurred wherever technology preceded the legislative framework. It offers a three-stage roadmap for institutions starting from a fragmented data base.
